Stephen completed his studies in the UK and his PhD in the University of Warwick.  His research was to assess the effectiveness of the Health Safety and Environmental regulations for the UK Chemical Industries.

He found that there are no formal definitions of the effectiveness of regulations.  He therefore had to research into that and arrive at a definition.

His conclusions are that there can never be a simple definition as it has the address both the common and conflicting interest of different stakeholders.  Therefore the definition has to address all the interest, which can only be addressed by a ven-diagram.  A summary of the research is given below.  As part of his research he submitted written evidence to the government as wells as to the regulating authorities.  A sample of the evidence is:
